Certifications of eligibility for discharge from reform school, 1918-1947.

The Governor is the chief executive of the state whose function is to administer the laws of the state. One of the activities used to accomplish this function is the pardoning of individuals convicted or fined in all criminal and penal cases, except those of treason and impeachment. The Alabama Reform School for Juvenile Negro Law Breakers at Mt. Meigs was created in 1911 to provide "for the training of juvenile negro law breakers." (Ala. Acts, 544, p. 802 [1923]). In 1931 the law was amended to retain girls at Mt. Meigs also. At the end of the juvenile's sentence the juvenile was discharged on the approval of the Board of Trustees or the Executive Committee of the school and the governor. (Bylaws and Rules and Regulations of the Alabama Reform School for Juvenile Negro Law Breakers, Article V, p. 13 [1916]). This series consists of certifications by the superintendent and president of the reform school that a juvenile is eligible for discharge from the institution. These certifications were placed before the governor by the executive committee of the reform school. Information available on these records includes the juvenile's name, sentence, behavior while in school, recommendation for discharge or parole, and signatures of the superintendent of the school, the executive committee chairman, and the governor.
